More accessible human fallback: reasons available on hover and clearer keyboard controls.

Fallback reason and navigation
The Fallback badge also shows its reason on hover. In quick view, item detail, Kanban and calendar you can open the task from the keyboard without an extra focus stop on the badge; screen readers still announce the reason. Only in the queue does the badge remain directly focusable.
