Measure: make work visible, measure, choose
How do we work today, and where is it worth intervening? Outcome of the phase: a shared process, a baseline and a reasoned priority.
From a bounded need
You start from a bounded need and a process owner. You define start, end, included cases, expected outcome and constraints, then observe real cases together with the people who handle them.
The map and the initial measures
The map also includes manual work and external systems. Initial measures cover volume, working time, waiting, cost, quality and the main exceptions. Every measure declares its source, period, coverage and assumptions.
Choosing where to intervene
Opportunities are compared on expected benefit, feasibility, investment, risk, dependencies and readiness for change. The most expensive task may be a candidate, but the decision considers the effect on the whole process and its bottlenecks.
Evidence to produce
Process sheet; shared map; baseline; a prioritized list of interventions with value hypotheses.
Transition decision
The process owner and the consultant agree on an intervention, success criteria, spending limits and a verification plan. If the data is weak, they authorize a bounded experiment with explicit hypotheses and a review date.
